The title of "changing the meta from 3D video to 2D streaming" often goes to Mito as she is the first one to popularize this meta and get a significant results. You can argue if she didn't exist, maybe a different Mito would achieve the same thing.
But I think Nijisanji also changed the industry meta of how an agency could work. Before Nijisanji, every company stepping into the Vtuber industry tend to focus on one or two talents. Nijisanji created the meta of debuting multiple "generations", which can be proved by every other agency with a similar structure aroused after Nijisanji: Hololive, 774 inc., VSPO, and even those run by companies that once run 3D vtubers, like .LIVE or Entum.
Tl:dr: yeah someone may eventually do it because streaming is popular, but without Nijisanji, the current state of big agencies being the industry leader can be completely different.
