VTubers, in contrast, have more leeway since they can separate their private lives as much as they want, and as long as they don't bring up any irl relationship shit on their streams, or betray any expectations of their fans that THEY have set up themselves (e.g. Rushia, Kanata) their audience is fine with pretty much anything they do.
Chuubas are the progressive industry in Japan, and this manga is basically trying to get the irl industry to adopt this type of thing. i.e. allowing idols to date as long as they don't bring it up in their performances, or having paparazzi follow them everywhere trying to ruin their private lives.
