For instance, if you have ten people who play Rock, Paper Scissors, and five people are more likely to use Paper than anything else, then that game is in a "Paper Meta," where they use Paper more often than most. If people notice this and start throwing Scissors more, then it becomes a "Scissors Meta."
Basically, Meta is shifting, even if a game itself is static. The more complexity there is, the more it can change. See how Chess has literally had new metas develop for thousands of years, despite being the same ruleset for the last 800 or so years.
