It's less about money and more about exposure to be hired by other corpos, game dev or otherwise. Imagine putting on a resume that you made a game that has millions of downloads, that would look really impressive. And the corpo won't look too deep into it to understand the downloads came from an existing fandom.

They can be for profit if Cover is okay with it. People who make fan content like animations and have monetization enabled are making money from the Hololive IP with Cover's blessing as well. I doubt they'd want fangames to be sold, though.

Not too late, the exponential boom of vtubing is kinda flattening but it's still inclining although more at a linear progression. If you're thinking of making a game just remember to make it kid friendly and not too complicated. So far the winning formula seems to be taking already popular games and making a Holo version of it with lore referencing visuals and insider fandom jokes.
