Yes but it would set a bad precedent where companies regularly fire and replace talents. All of Luxiem would've gotten replaced by now if that were the standard. It should only be used for people like Gura who are obviously tired of streaming.

Basically the reason you don't replace the VA. She was THEE vtuber. Her management basically killed her brand and popularity with trying to replace her VA. This is also why they didn't replace Rushia's VA and just stopped the character. The VA IS the person people are following, not the character design. This isn't some McDonald's clown you can simply switch out with another actor for.

The taboo against replacing vtuber VAs comes from the longstanding Japanese VA autism, amplified by the parasocial aspects of vtubing.
Unlike anime characters whose VAs do get replaced for various reasons, vtuber characters ARE their VAs, so they're retired when their VAs leave.

Would a company be allowed to? I guess. Its their IP. But, Should they do it? Fuckin bad idea. Fans will not be happy, they will call the replacement a fake, blame the company for being disrespectful, and lose more in the process.

Obviously the model is not the only thing that people care about. People get attached to the person behind the character. A replacement would never act/react to things the same way, none of the past experiences that made them who they are, never sing the same. It's parasocial as fuck.

I think this only works for people who are religious about sticking to their "lore". For example they do that all the time with fictional characters that have established backgrounds (VA for league gets replaced all the time)

It is going to be fucking insane when real time low latency, high quality voice synth (really style-transfer) is widely available. Vtubers made it so you don't need to be attractive to be a streamer, AI tech will make it so you don't even need a good voice, you can just use a model trained on someone who sounds cute. We're less than a year away and the possibilities are pretty much endless.
