Nah, gen 3 was never planned for concert at all. The kickstarter for the concert happened before the gen 3 audition and debut. In fact, it was one possible reason behind gen3 grievance against the company.

Yea, they probably wanted to the corpo to not give them 3d and use the money for ads instead. However, that set things back and I think Kawaii's CEO want to promote and gain fans through special events such as 3d live rather than ads. Who knows which is a better philosophy. 3d and 3d live is a better service for the fans though. Koshita, the CEO, is a vtubing fan himself, so he probably prefer the path that can give extra to the fans.
