The rest of the users, in fear of getting banned, instead try to befriend and respect the mods. They start laughing at their jokes, they don't dare ignore a mods question, they're overly apologetic.
If you try to talk to a mod like a regular user, they don't like it. They see it as disrespectful if you don't acknowledge their vip status.
If a mod doesn't like someone but doesn't think they can get away with banning them, they'll instead talk down to them, and the rest of the chat, feeling compelled to go along with the mods opinions, will go along with this also. This furthers the desire for most users to follow along with the chat, they don't want to become one of these cancelled viewers
