Some of the most clipped Neuro streams have Vedal himself also present, with them talking over each other while responding to chat in real time. There's no time there for him to also control Neuro manually, especially in collabs where there's even more to keep track of.
On streams where Vedal's avatar isn't present, he technically *could* do it, but he doesn't have much reason to.
Basically, Vedal is a programmer and programmers run on weaponised laziness, putting all their work into writing programs that minimise the amount of work they have to do.
Many working on these kinds of projects are autistic, and their brain literally overloads if they don't. It would be out of character for him to speak as Neuro when he's devoted literal years trying to offload that work to his computer instead.
What he has had at some point is a preview screen for what Neuro's about to say, with a button that lets him shut her up before she says anything that would get Twitch mods mad. But even that was too much work for his programmer brain to handle, so he automated that too (adding the "FILTERED" function instead).
