For instance, anyone using the stock market for funds or retirement (aka 90% of people with jobs) would be extremely turbo fucked if America started experiencing prolonged negative population growth. If companies start making less money because of a shrinking consumer base, their stock will tank and people will lose their retirement funds.
You can build a society that doesn't care about negative population growth, but modern countries are not set up that way.
