Streaming PCs generally aren’t too high-power, and you can get stuff from like 5 years back that will run most modern games with some notable exceptions (Cyberpunk 2077). You would also want a microphone and audio interface, which can run you from a couple hundred to over 1000 dollars.
Next up is the model, obviously. There are several options for type, but high-quality Live2D models can range from cheap (3 to 4 hundred dollars because their artists are less confident) to relatively expensive (over 1000 dollars, if not even higher, from professional studios like Iron Vertex and the like), whereas 3D models can range from literally free and self-made with VRoid which is easy as hell to learn but won’t always give you the highest quality of options, to thousands of dollars (look at what happened with Melody). You would also need the tracking tech, which varies massively; there’s iPhone based tracking, the best option for Live2D but requires an iPhone with Face ID, webcam tracking which is alright for both Live2D and 3D, and 3D Full-Body Tracking which can range from basic (which is only a few thousand dollars) to high quality (like 10 thousand is a super low minimum for this I think).
