This is basically how they communicate, they amplify a "meme" to certain sizes in order to send a message as a code to a large number of their operatives.
While regular people just see the surface of the "haha le funny meme", the people the message is intended for know the meaning.
Mori's associations are : Pink hair Girl, Grim Reaper, Rapper
Horse association is : Election" horses" i.e. candidates funded by one family or the other.
The message will be something along the lines of "election candidate/presidential candidate fucking (over) a rapper/grim reaper/pink haired girl".
So something like "previously 'dead' election candidate cheating death" or "election candidate fucks (over) rapper (very likely Kanye considering he's one of the bigger ones in the limelight, although it could be someone else too)".
"Pink Hair girl" is a weak association from my POV but it there's other "pink girl" or "pink" related news in the western sphere, then that would be the bigger association.
"Hair" is also associated with "puppet strings" and colored hair has been used to communicate loyalty previously as well.
Anyway just keep watch on US news with these keywords in the future, you'll get what I mean.
