Non-compete clauses exist everywhere in the world but they are very hard to enforce. They are thrown into many standard contracts but they don't apply to the vast majority of employees, only those who are working on secret technologies in laboratories (new lasers, new chemical compounds, new algorithms, etc.), and shit like that.

A non-compete clause for a VTuber makes zero sense.

Kson had a good relationship with Cover when she left, almost certainly including getting some residual revenue from her channel, merch ect for a period of time after she left. That gave her a strong incentive to comply with whatever requests Cover made even including not joining another company for a year. Rushia just got fired. She had no incentive and likely not even any communication with Cover after that point.
