A lot of it has to do with streaming being seen as the only real meta
There's only so much you can do to express creatively live, and only so many people out there with the spare time to actively follow live content on the level vtuber fans are known for
What you end up with is a market full of underqualified shitters participating in a shouting contest with fleeting attention as their only hope for salvation,
because many of the biggest streamers corpo and indie were just lucky enough to be noticed at the right time especially first movers like those who became Vshojo,
but also because it didn't cross their mind at all that you might need to actually CREATE something worthwhile in order to get genuine eyes onto you
