Literally any limitation introduced was because of something Pekora did.
They limited raids to online-only players after Pekora raided Matsuri's base in S1, which created a minor controversy between fans (actually a good rule and probably the only one needed).
They regulated base constructions by limiting the amount/type of walls and turrets they could use to avoid a redo of the Pekora vs All at the end of S2, which was dumb, but at that point most of the interest for the game was dying down regardless.
