According to Wikipedia there are about 10,000 active vtubers.
Japan's population is 125.7 million
If every vtuber is in Japan that's 1/12570 chance that you run into one

1/12570 is already on the better end of the spectrum, if we simplify drake equation assuming we go out the same time as them, going to the same area of interest, recognize them without their face mask (c-virus), etc. Then maybe the probability is closer to 1 to millions

Tokyo's population is about 14 million
Assume about half are women so 7 million
