They could have paid people to moderate, or had staff become moderators to block spam.
Ultimately this is because they suspended Coco & Hachamama in the first place, breaking the first rule of anti-trolling, which is never directly respond to trolls.
The moment you give into a troll is the moment they win, and everything after is just their victory lap.
If fans quit because they can no longer comment or chat then so be it.
If the spammers try doing it to other holo's, you shut it down over there.
What they should have done was ignore the trolls, ignore the Taiwan incident outwardly (you'd warn the rest of the holos not to talk about Taiwan or Hong Kong ever internally) and move on. If any supposed Chinese partners or shareholders complain, tell them you've made your decision and they can either quit or move on and keep making money because you'd rather get other sponsors, or you'd rather quit and start an entirely new company than give in to the trolls or do anything more than internally warn Holo's about Taiwan/HK.
Cover doesn't seem to understand that their business is about 1) Keeping their core talent happy 2) Ensuring their Holo's are entertaining their fans in order to make superchats, memberships, merch and to attract sponsors keen to tap into the supporter base 3) Properly updating their technology & services to help 1 & 2 as required.
All of the Taiwan shit was an un-necessary shooting of yourself in the foot.
I wouldn't have even shut down Holo CN without it being forced by the Chinese Government.
