Kyo will never graduate unfortunately. He is one of the diversity hire. Like literally hired because he was a cripple. Also he is absolutely horrible person, so when the time he fucked up, he will definitely use his crippleness to threaten NijiEn management. The only way to fix that cancer is by removing the whole management and move it to US or EU.
