Yes you're right, HoloEN was already having some major issues before Tempiss. Mainly the lack of streams and some novelty events to draw some tourists. People were already asking for EN3 in July last year. Tempiss was just the nail in the coffin, when fans realized that instead of trying to make HoloEN better management was busy trying to turn it into budget NijiEN.
And to this day STILL no fucking EN3.

Have you seen the talents signed by nijien and the small corpos recently? I can't imagine a single one of them making a difference for holoEN. Sure EN3 is still a gamble but the alternative right now is to just let EN die. More girls also means less dead hours with a more consistent content output and especially more collabs and events. If you're lucky maybe you can get the next Gura too.
Look at HoloJP, you have 30+ talents competing for the same time slot and yet they are doing better than ever. And I suspect having a strong box of talents with constant events and content variety is a huge help.

Even another council tier gen would do wonders for holoen. There would be consistent streams even if they weren't crazy productive and collabs would be a lot easier to organize. For EN3 to have the same impact as ID3, you need the conditions that lead to that impact in the EN space.
HoloID is pretty much monopolizing their region and they are all doing multi-lingual content on the same timezone that's inclining globally.
HoloEN is not monopolizing their market, not doing multilingual content, and far from the timezone that's inclining. A debut can make people show up, but they desperately need a Coco/Koyori/Pekora/Kaela kind of workhorse.
I can't believe it's been this long no one is doing morning streams holy shit.

EN3 won't help HoloEN for the simple fact that they will just coast (like the current ones) after they get monetized. Yea there was no amount of special stream. No months where even Gura streamed 22 times in one month. Every event stream in the second half of the year except Irys redesign underperforming compared to events earlier in the year is all in people’s imagination. They weren’t declining they were returning to average. Notice how Holox being not only the biggest debuts ever but the new 5 largest streams for JP didn’t push them to like a 30k average. It’s because they have enough members that debuts won’t skew the data. Every en member could reach 10k ccv and about 100k views, while some members could break 20k purely on the right solo content. That is now impossible for any member except Gura to break 20k on solo content sans event streams. It’s hard to even break 20k without Gura there for collabs. Tourist streams have significant drop, and 30k is all but impossible unless it’s on Gura’s channel.

I’ve seen multiple unique and interesting talents so far from every corpo. You don’t need a thousand just 5.

Some of the ones you mentioned did debut in a big corpo and they still aren't 10k successes with eventual 20k solo streams.
Truth is, there isn't much more in the talent pool, and the EN talent pool is even drier.

Are your forgetting how Gura always had comparatively very low numbers in her streams before Hololive? The brand helps a lot with discoverability because it already has a big audience that will willing watch new debuts to see what's up with them, and while this isn't a guarantee of big numbers as we can see with the low tier members everyone still has a chance to be under the spotlight for thousands of people to watch compared to the smaller agencies like Idol, Phase Connect or Prism who are mostly out of the consciousness for casual vtuber fans. Them being able to grow relatively big compared to the overall popularity of their agencies is a testament of their quality as a content creator and believing they wouldn't be more successful under a bigger agency is a retarded coverdrone/anycolordrone mindset.
