If you don't separate out the lore strength of the character, the completely random statements of the VA, and the Meme factor, you get a completely false picture of them in the tiering. If you exclude the only truly classifiable thing, the original character that inspired the holo/niji character, you are left with just the lore added by the larp and the Meme. And those two will compete to see which is more popular.
In this race, Ina will indeed underperform because she is not that popular, and the Meme associated with her is the fact that she is a weak Human, a cute fragile little girl. Moreover, I get the feeling that someone, at some point, perhaps on Reddit, has already decided who is where on the list and is refusing to update it with new information or correct previous wrong conclusions. Ina's own now-discarded lore gave some useful feats, but we'll ignore it because it's not in her backstory, contradicts it, anyway, Ina is not a reliable source. For example, Ina's first own song. We ignore the original lore, the Necromonicon, the Ancient One, or the tentacle look, because it doesn't prove that a god older than the universe has any powers at all, since Ina didn't make up any lore for it (who we've already branded as an unreliable source). The only thing we take seriously is that Ina jokingly called herself Hooman, and likes to dress up as loli characters.
However, Haachama on the list is a multiverse eldritch god because the Haatons made a bunch of wacky fanfiction about her, which Chama declared to be true, and she almost gained Toonforce abilities. And we take this as true because it is now a Meme.
