The system has a set of mechanics that allow for certain actions within the world. Two sets, actually. One set of mechanics for roleplay, which is more "Yes, and" style. One set of mechanics for character abilities, which is what lets Kiara do stuff like her bird stuff.
Kiara picked an ability mechanic that lets her talk to birds, and an ability mechanic that lets her befriend them. She can use that to enhance her roleplay. She can't just "develop" powers on the fly, but you can craft a character within the mechanics offered.
TTRPGs can range from being much more "Yes, and" and improv-based (the FATE system) to being much more focused on the mechanical limitations (Pathfinder, AD&D). It's a wide range of systems. WoD is a middle of the road system, more focus on RP but with some strong mechanical archetypes that the game is focused around.
