no, she sucks. I've been playing this game since it came out. shes not fast enough to dodge, doesn't have the HP to tank, and even though her damage metric is insane she still cant do shit. genuinely got further with sana and her dps is fucking horrible.

Shion is bad because of several design issues ranging from her extremely limited basic weapon to portal timing often dropping you into crowds of enemies to Garlic being total RNG to Kusogaki Kick letting hordes build up while your weapons all stop often dropping you in end game hordes that take 30% damage and no knockback from your ult

That being said MOST of her issues only pop up at the end of levels/hard mode and anyone can beat any level with good usage of support items and the right collabs. SO yes skill issue

Never said it was hard. But comparing it to having 5 collabs that shit damage out across the entire screen while freezing, slowing, and increasing damage enemies take, it does take a bit more attention when playing

I'll give you one thing. The portal system is fucking retarded. I've never once managed to get any real use out of it. I can't tell you how many times it's fucked me over, though, given it limits my movement.

You are a retard for not once, but twice now moving goalposts and claiming playing the game using what's available is "cheating". And that's not even touching on the fact that broken dreams solo is worse than either micomet or elite cooking solo.
I'd offer to let you pick what weapons are considered "fair" so I can clear that just as handily, but at this point I doubt anything will convince you that it's a skill issue and not "muh bad character"
