Maybe they see the stats and how debuting more will just spread the audience more thin after the month-long honeymoon wears off making the current streamers even more demotivated. Maybe they don't want to hire more talents since they have no time to internally hire any new managers and to manage those managers etc etc, the company is pretty big you know, and they boomed like crazy in the span of 3 years. There has to be a point where to stop, that's also important.
My favorite theory is that they just haven't found good applicants that fit their premade models and theme. I think one homo said that they look at bunch of things when hiring, and one of the main ones is how well they'd fit the models and ideas they already have prepared in advance meaning that there may be good applicants, but they don't fit the stuff that's prepared for them. Maybe 1 or 2 good applicants are taking their time with finishing their indie or other corpo activities. Maybe the see that EN girls have a good chance of basically dropping their job and almost not streaming making the hiring people even more sceptical towards the applicants.
My point is that no one knows, there could be a bunch of reasons. You have to ask them yourself, but they won't divulge that kind of information. Also
