Some nutjob whacko could make a drone that relies on multi-spectral radio sources, CSS (not the web one, chirp spread spectrum, LoRa uses it as well as other things military also rely on), dead reckoning as well as ultra-sound / laser / maser(???) distance sensors to navigate around a cityscape without relying on things like GPS if it loses signal for whatever reason.
Things like Droneshield, while neat as fuck, cannot take down a UAV that doesn't rely on GPS or constant signal, with that you end up needing to shoot the thing out of the air with physical force or destruction.
Not saying any crazy ass stalker would go to this level, but it's certainly doable.
Realistically speaking, if you have a talent outside the offices going in to some office-owned vehicle, they'd travel around for a while to ensure they are in fact not being followed by anyone, driving in retarded patterns that no sensible person would do.
When you are sure that you've not been followed anywhere, then you can drive to a specific area they request, preferably not directly outside their home, and a change of uniform if you really wanted to be absolutely sure.
This is if you want to go full paranoid mode. Even most celebs don't go that level.
