It sometimes makes a sound similar to some uses of the English consonant "n" or "m", but in some words can also can sound like a soft "ng" to the Anglophone ear. Transliterating another language's sounds doesn't occur by mapping one to one based on their written language's particulars. If you're working with sounds, then you work from the sounds, the shape of the mouth used to produce them. Only then do you figure out what squiggles in your language best match those sounds (plural), because despite what your JAPA101 teacher taught you in uni, Japanese is not entirely regular.
