Cover's most recent filings made it clear that they want their IP's (AKA the talents) to make more money off of merch and licensing collabs, and that the streaming is just a bonus / something to advertise with not a requirement.
Gura, as she has the largest base, is most likely one of those top 5 earners for the company. As long as she manages to keep a fair bit of them buying her merch as a twice a month streamer, that's all she's going to work. With streaming not being a priority for Cover anymore, she knows she doesn't have to do it anymore as long as she still generates merch and it sells and she'll go unpunished by the company.
