Rules will always be bent at the earliest convenience.
If this is about Gura specifically. She doesn't want to stream and Cover won't try to force her because stressing her further and risking her just quitting is not in their best interest. They also won't terminate or graduate her because even without streaming she's still a great marketing tool and a good draw for events. So basically they'll let her do what she wants as long as she sticks around, whatever rules and terms they set originally be damned.
