Maybe she just forgot about it, I don't think she lied or is just unwilling to fullfil her promise because she doesn't really care about trans rights or despises them in secret, I'm just going the assume the best of people and believe that she just forgot with not ill intent about her promise, just a happy accident, a woopsie, it's what makes sense knowing how kind hearted she is.
