I don't want to get hopes up but it seems Cover is playing a careful PR effort with Coco's future affiliation to Hololive.
My thoughts are such:
>If they said right out of the gate that Kson, or any other form of Coco, is allowed to colab with the Hololive members --
-- it would create a bad precedent and expectation. It would be assumed that most any grad will be able to have this privilege. If in the future more decide to leave a shitstorm would happen if they were given anything less than Kson's relationship. Also, if they did the unlikely and made these privledges to grads farely universal, possibly graduations could follow, since a major benefit of Hololive is the viewerbase watching Hololive streams. Some talents might ask why'd they stay if they can engage with that viewerbase, and Hololive itself, any time they want with all the proceeds lining their own pocket.
In a way it's kinda like a CO-OP where you pay into the system and everybody reaps the rewards. Allowing outsiders to get those rewards without paying can be hard to justify if their viewer-base is smaller or the same.

It would stir up a shitstorm and needlessly create ill will and conflict. Probably internally as well as externally. It'd likewise build a culture of fear inside of Hololive -- talents would likely believe themselves trapped.

-- then they make themselves look good if they ever allow Coco back on and make it not a standard expectation for all grads. It's really an easy choice to pick this option. They get more goodwill than if they said it right out of the gate, they don't set a precedent they need worry about setting, and the choice is left up to them at their leisure -- they can gather new information and reactions as time moves on. Such as: how did everybody react to the grad? Can we get away with not allowing her to colab without anger in the community? What is post grad Coco like? Does she have fans we don't have who could be courted? What will be the likely effects of allowing her to colab? Etc.


Ergo I think this gray area is where we will be in for the foreseeable future. I could be wrong, Japanese people seem to desire clarity on such things, though this understanding of their culture I have, in this regard, is a vague and flimsy one.
