There's a long list of criteria for it, such has already having kids, more money, dual income household, having a house, etc. and it can still take years. You aren't going to be able to walk into an adoption agency and walk out with a free loli the same day, but if you make Daddy Warkbucks money or have a connection to the kid already, then yeah, maybe.
