I'm not saying she's definitely the most popular vtuber in the world, but she does have more influence in the west than most others, Mori also has a ton of influence thanks to her music and reaching out to others, but mostly inside vtuber circles.
Kizuna also has a lot of influence still, just not on YouTube, pekora is huge in Japan, Kuzuha too, it's not simply "this number is bigger than this one"
But if you go to anyone that has heard of vtubers (on the west) they're more likely to know about the shark girl than pekora.
In the end, everyone in that list is influential and important in the scene, no one much more than the rest.
