EN gen releases aren't up to some who en producer, it's up to JP higher ups for example. Perms are also the work on both JP and EN side and ideally some completely different people are sending those emails according to Kiara at least form what I remember. They do say "omg I told my manager about perms" but from what I understand, manager just forwards those requests to the people who actually deal with it separately.
