Coco, on the surface, left on her own. If you assume it was aided by mistreatment from Cover it either made sense to them because of the chink drama, or it didn't and they tried controlling her only for it to blow up in their face as she left - which would be a reason they are more cautious with Gura now. Firing Rushia was necessary because she turned out to be a ticking time bomb that could cause massive damage.
