The Legion does a better job than the NCR at keeping crime at low but that comes at the cost of PSTDing half of your citizens
Besides that, they are both shit with little difference for the average joe
House doesn't give a shit about anyone else but himself, as soon as the strip stops being a priority to him, he will screw them over, like he did with Vault 21
The irony of it all is that the actual solution to the problem is the NCR letting the legion expand more till it collapses on itself while letting house protect the strip for free
meanwhile the NCR retreats and actually does their job of bringing some sort of goverment and order to the wasteland instead of spreading themselves thin around vegas
