Cover released a male gen while everyone was asking for a third female EN gen, and then started forcing the girls to do collabs with them to boost their numbers. It didn't work, obviously, and also killed the interest of a bunch of people on EN as well as Gura's motivation.
Six months later, instead of trying to correct this with more EN girls, they go and release a second male generation. The fan reaction was so bad that they had to lock the official reddit.

It’s because they’re a JP corpo that’s retardedly slow. Tempus2 was already in the works, and by the time it was clearly nobody gave a shit, it was too late.
They just assumed it would be fine not debuting EN3 until god knows when, and they can’t change their plans in reaction to fan response because it’s all planned in advance.
