Looking at Bae’s Discord leak and when the Council girls’ accounts were created, Bae was probably the first to be hired, and Mumei and Kronii were last. So you have Cover making a bad decision based on half-baked assumptions, then compounding it by getting more applicants that they consider “desirable” than can fit in a single gen, and choosing to split it, rounding out their second batch with filler picks.
