He is talking about downloading the enhanced bitrate version for archival reasons.
Maybe if you have premium and you add "--cookies-from-browser" it should let you see and download the one with enhanced bitrate.

Not wrong but also not quite right. While there are pre-packed options that youtube does provide those are not always 'the best'.
If you don't at all care for the video, getting the audio only is always an option.
