It's probably something like this, some younger employee in the marketing department really likes vtubers and always wanted to play producer, so he convinces the stuffy old exec suits that this would be a totally viable strategy to reach the kids and show them how hip and cool we are, and because they are out of touch and don't know any better, they give him some campaign budget and let him do his thing for a while, at least until the money runs out and they actually take a look at how little results it brought in and the whole project gets dropped again.
