Just means "we would like to report that" in the polite form. There is nothing unusal about it and it's a neutral, neither positive or negative, phrasing.
Whether or not she deserves to be graduated for her tweet or other stuff that might have happened is a different story, but using google translate to pick apart the word choice of a graduation notice is not useful.
