Illustration generally means spending lots of time on a few pieces, polishing them up to higher finish and ironing out issues.
Manga, especially serialized, has far more hectic deadlines and demands speed and good visual reads above all else; fundamentals may also apply very differently here. Composition, for example, now has to take into account how different panels interact with each other and how they lead in terms of narrative; rendering needs to work with a limited value palette and so on.
Different creative professions may share the basic fundamentals, but have very different priorities and conditions. For example, photobashing and reusing assets may be frowned upon in illustration, whereas in production art / concept art it's almost mandatory in order to keep up with deadlines (plus it's not meant for public viewing).
