That hasn't ever changed except for certain political elements declaring groups of europeans non white due to political conflict. The reason why some people didn't consider the Irish as white for example was because of their ongoing war with the british. It was a way for the british to "other" them and didn't have anything to do with Irish people's ancestry, which is the same as the anglos and southern Europeans that moved there between 10,000 and 2,000 years ago.
