Its probably a mixture of that and the Hitman games being very CPU intensive. They weren't able to run at 60fps on PS4/Xbone for a reason, so now add that to a CPU intensive program like OBS and you have a recipe for disaster.

I think they mean how you go up to the checkout and there are button for like 18%, 20%, and 25% already there. "Recommended Tip" vs only a default where you just put in any value. And/or complaining if you don't get at least X%. "I didn't get at least 18% therefore it's a bad tip" vs "I was tipped, cool"

I don't think it's an autistic "I got a 18.85% tip instead of 18% it's supposed to be an exact even amount"
