No, but it's annoying. On the better chuubas I watch now, I can always join the stream a few minutes late, run it at 2x and catch up in a few minutes. Or pause if somebody rings the door and then run it at 2x

I can jump back to earlier points in time on any Hololive stream while it's live. I don't know which browser extension might be responsible for that, though.
It's totally possible in any case, and I suspect fast clippers use it too.

Ok, but have you ever actually seen that cause a problem? Because I haven't in many hours of watching 4 view streamers that had it enabled (Pippa and kson come to mind). In 5 view streams they would be even less noticeable because its already almost impossible to keep up with chat.

Having the playback disabled keeps the chat synchronized.
If you or the streamer has a net hiccup and you don't notice, you can be behind the streams and don't notice until it's starting to get weird.
A couple seconds is not much but you can get severe lag and end with half a minute easily.
You need to keep pushing the stream "Live" red dot to go to the current moment to get on the same page every single time.

So there really is no point to disabling seek on their streams, other than to punish people who don't have all day to sit around for them to start and immediately start watching.
