It's what happens when you reach a large enough viewerbase/fanbase that people disregard the content you used to make and only care about your personality, or rather the persona you have built up over the years. It's a fanbase level where putting effort and creativity isn't going to give any larger returns than just showing up and chatting about nothing. Small streamers have to use unique content and traits to get any kind of attention and build a following. React content gives large streamers a low investment method to keep the dopamine hits firing into the viewers' brains once the connection between them is already established. Having viewers submit content to react to adds to the emotional investment they feel in the streamer.
At the same time, from the streamer side, if they reach the top it's often on the back of long hard grinds of constant content production. There is a high rate of burnout associated with this. The burnout kills energy for creativity and the act of reaching the safe plateau kills motivation to push themselves forward. There's no further goal they can see or new stories they want to tell.
