When she discovered this she got very anxious about her english speaking skills (common worry for her) and getting into a different environment that she got stressed out and told them she was dropping out.
But when the date came closer she started to regret it (a bit too late) since she realized this could imply traveling to America like kson as she has wished for a long time and one of the very few possibilities of meeting some of her loving overseas fans face to face. Fan's love is her lifeblood after all.
Think that even her august fan-meeting is just online (no idea how it will work) and a real life fanmeeting would probably happen in japan with mostly japanese fans.
That's why i think she rejected too appearing online from her house.
And yes, as far as i know this american con style with panels, photoshoots and meet-and-greet in person is rarer in japan, even more for vtubers. They do have 1 minute long meetings with vtubers event though. Yes, you heard it right, exactly a minute long.
