buy stuffed bear, cut open, imbed tag deep in the stuffing, reseal, EZ. any product can be opened and resealed with little to no detectability, industrial sealing machines can be rented.
honestly there's ways around this, as air tags are detectable by any device with bluetooth. the REAL issue is cover doesnt want to take on the work/liability, and/or risk that they fuck it up once and someone gets raped or killed.
kson has her manager and probably a few other people check over things thoroughly, most of the presents are even reboxed/bagged to be sure they are safe
doing this much work would not financially benefit cover, so they aren't gonna do it.
