They have shareholders, and those want to see a return on investment, and you don't grow by only going to the people that already watch Hololive.

Hell, if Cover only listened to the doomposters who think they've been appointed "guardians of Hololive", the company would still be stuck streaming on NND with just a few hundred JOP watchers only. As for management getting stricter, you can blame the retarded youtube guidelines for that, it's those fault that swimsuit streams for example were deemed to be not "advertiser-friendly" (and what are advertisments?
