It's her choice, most likely. I wouldn't be entirely surprised if it was in the works or already done yet she hasn't gotten the will to debut it yet. She could take the Shellin route and have a 3D model but never do a debut stream for it for unknown reasons.

I’m pretty sure that it’s either that they have a queue, problems with the modeler/artist (i.e Harusaki Air), or maybe they’re still tuning it considering her hair drills look like they’d be a pain in the ass to refine physics for. I don’t see why they would deliberately not give her a 3D considering they already have a figure in the works for her.
