So as a result towns make these weird laws so they can ban the poor which in turn bans the vast majority of blacks. You might still get 1 or 2 black or literal african immigrants (not refugees, like rich Nigerans or jamaicans) and that's fine because they are good people, but it keeps out all the blacks who are scumbags. Even one of the black NBA players, steph curry, went to a protest in the rich town he lives in and made sure they wouldn't change the zoning laws or build low income housing because he didn't want any poor blacks moving into the town and "ruining the town character".
If you ever see anything about people bitching about American laws or suburbs or roads or housing or public transit or how things aren't walkable its pretty much always because people don't want to send their kids to school with blacks.

My boomer parents are planning to sell their house in the next year or 2 and managed to triple the value they paid for it, to say nothing of the fact that my dad is a turbo jew and paid that thing off like a decade after he bought it and as such they have been living there mortgage free for like 15 years
