Again, like other industries in the real world, people aim to go higher (in position, status, money), so transfers are inevitable.
Niji has already picked up a few smaller/medium sized indies/smaller company streamers for their gens, a lot of them being in the same clique asembers already in Niji hence the nepotism allegations (they're called industry connections and they're not only valid, but an expected aspect in any industry) and Holo debuts new gens way too slowly for us to have a proper sample size, but even from their 2 gens(&IRyS) we know some were indies before. Therefore, it is safe to assume that most current non-Niji/Holo vtubers are applying to those companies, and those companies are more likely to pick vtubers with previous experience, even if they are currently in another company.

The scene now is quite different than when HoloEN and NijiEN debuted. A talent having a tweet in some obscure personal account about an SO that you need to dive deep to find is different than a small indie with a few hundreds/thousands followers/subscribers saying she has/had a boyfriend/sex, or generally doing/admitting to behaviour that sufficiently deviates from seiso, on a stream with 2/3/4 digit viewers. Not saying that that's common, but that it happens, and that applications from such streamers will be looked at unfavourably.
>>53400320They don't have to be watched by many people now, they just need to stream and have proof of streaming experience and a fairly clean background, so that when they send in their applications, the company scouts can assess and verify their qualities and boost them to a larger audience than they would have reached by themselves. That's literally the point of these corpos, both larger and smaller. If you're a viewer of those girls,, continue supporting them, and maybe eventually they'll have their big break. Just like in other (entertainment) industries, competition is tough and positions are limited, though, so don't hold your breath.
