I don't think that's even a rrat at this point. Holo EN members probably told English management that it would be tone deaf to go through with debuts at this time. And EN management seems less autistic in general.

As opposed to not letting people they hired debut and start making a living?
They have to debut someday. Some people will be butthurt about it and say what you're saying even if they debuted months from now. Waiting until a week or two after the graduation is probably the most sane action they can take. Which would cause the least controversy.

They wanted to restart HoloCN before EN2, but now they're second guessing everything after the graduation reaction.
The boardroom debates are still heated, so we won't hear any news about EN2 until October at the earliest.
